Parking in Stockwell - Residents Respond to Lib Dem Survey

The Council is planning to review the parking arrangements with the Stockwell (SR/SB) Zone later this year. To give officers some prior understanding of residents' main concerns, Stockwell Liberal Democrats have been out in force, sending out their own survey before Christmas. Over 80 people replied, with our key findings below:
- 62% of respondents said they were happy with the present parking restriction times (mostly 8.30-5.30, Mon-Fri) against 16% who were unhappy. Within the latter group some argued for more limited times (say 2 hours in the middle of the day, as in parts of Wandsworth) to deter commuter parking. Others, particularly those living just off the South Lambeth and Clapham Roads, wanted longer hours of restriction, especially in the evenings.
- Complaints about insufficient residents' parking spaces were greatest in the section of Stockwell Park Road nearest to Clapham Road, in Stockwell Park Crescent, at the Wandsworth Road end of Lansdowne Way, and in the Stockwell Terrace/Lansdowne Way/Clapham Road triangle. Lansdowne Way, and in the Stockwell Terrace/Lansdowne Way/Clapham Road triangle.
- 51% of respondents thought there were enough Pay & Display machines, against 20% who were unhappy. Many would like to see more joint use (P&D and residents) bays. There were several requests for more P&D or dual use bays next to Slade Gardens. Several people also thought Lambeth should issue shorter-term visitor permits, rather than only one-day ones.
- 33% of respondents thought there was enough parking near shops, against 33% who did not. Again, dissatisfaction was greatest among residents in the Stockwell Park area.
- It was pointed out that, in planning for the future, Council officers should take into account the large increase in resident numbers expected after completion of the redevelopment of the old South Bank University building (affecting the Crimsworth-Thorparch area and the top of Lansdowne Way) and the Freeman's site (affecting Albert Square). Where Section 106 agreements preclude the issue of parking permits to new residents on these sites, those provisions must be strictly enforced.
- Several residents called for a more comprehensive review of traffic management as well as parking arrangements at the top end of Lansdowne Way, including the installation of a yellow box at the junction with Wandsworth Road.
- Several residents called for fewer yellow lines, to allow for more parking spaces. However, there may be a need for tougher (double yellow line) restrictions along the narrow section of Studley Road opposite the Stockwell Community Resource Centre, to prevent parking congestion, especially on Saturday mornings.
- There were calls from Edrich House and another large block on the Studley Estate for entrance areas to be kept free from parked cars to ensure easier access for emergency vehicles.
- Parking spaces are particularly problematic for people living on the section of Clapham Road between Stockwell Terrace and Lansdowne Way. Why are there no parking spaces there of the kind provided on South Lambeth Road? (This is a Red Route matter, and needs to be referred to Transport for London.)
- More specific requests - eg. for the removal of disused disabled bays, installation or relocation of motorcycle and cycle bays, clearer road marking and signage, repair of broken P&D machines - are also being relayed back to Council officers.
There were also a lot of complaints about the Labour Council's excessively high charges for parking permits and the inconsiderate behaviour of some of its parking attendants. These are not matters for the Stockwell CPZ Review to address, but the Liberal Democrats will certainly address them if they are voted back into power on 6 May.
